The Solution to Control Flood on Dense Settlement from ITN Malang

TIMESINDONESIA, MALANG – The changes of function from rice fields into settlement runs fast, especially in the town region. The fast development of small cluster settlement in the already dense area is believed to be the trigger.

The small cluster settlement which consist of several houses, tend to disobey the rules to reserve a public facility. While on the other hand,  the growth of settlement becomes so fast that it reduce the green open spaces significantly.

The Vice Rector of Institut Teknologi Nasional (ITN) Malang, Dr Ir Kustamar MT said that regulation to direct and approve the building of small cluster settlement, usually don't recognize the sanitation system properly.

In the practice field, the rainwater and household waste disposed through drainage system from the existing housing. This triggers the emergence of new flood-prone points. Also, it could trigger the conflict between the occupants of older and newer housing.

"The problem becomes more difficult to solve because of limited land for widening the channel," said Kustamar.

Thus, he offers solution with the use of 'beautiful infiltration wells' (SRC) on the dense settlement. He explains that SRC is an infiltration wells with innovation on the cap that designed  to resembles or support the surrounding area.

More than that, the problem of limited land and hampring on its function can be solved too. "The presence of SRC will not hampering the beauty of nature," add Kustamar.

Increasing the wells' capacity can be done by building the infiltration wells that connected to aquiver layer. On the dense settlement, communal infiltration wells is considered the right solution.

"Because on dense settlement, the land is limited dan the infiltration wells is low on capacity," said Kustamar.

He also explains that the application of vertical drainage system in the form of communal infiltration wells must be supported by social condition of surrounding community, whether it's on building or maintenance stage. Besides the solution, building of this infiltration wellsis expected to be an educational means for surrounding people.

For the founding, Kustamar recommends the scheme of village funds for dense settlement, while on the new housing, the local government can formulate some regulation to impose the property developer to build communal infiltration wells.

He adds that the effectivity of this program will be well-controlled when there is sinergy between government, people, universities and media. "With the flood is being controlled in the dense settlement, then it will have significant impact on the success of flood control in the town area," he concluded. (*)
